A valid driving licence issued by the Licencing Authority is an essential in order to drive a motor car/vehicle. It is illegal to drive a motor car without having an effective driving licence. Also, no person shall drive a Transport Vehicle unless his driving licence specifically entitles him so to do. The first step to driving a motor vehicle is to obtain a 'Learner's Licence'. Test for Learner's License
Applicant of a learner licence shall have to present himself before the licensing authority for a preliminary test. The test will be conducted by the Inspector of Motor Vehicles and the applicant has to satisfy the Motor Vehicle Inspector with adequate knowledge of traffic signs and signals and rules of the road regulations. The applicants who are already having a driving licence are exempted from applying the preliminary test in case of additional endorsement of new class of vehicle.
